In this case regarding the ETS, it is because President (of the new world order) Rudd wants to go to Copenhagen with the Australian ETS under his arm and boast how His is the first government to have the scheme set in place.

MALCOLM Turnbull is fighting to secure a deal in the partyroom after it was revealed government negotiations on an emissions trading scheme were based on no outcome at Copenhagen.
The Liberal leader has warned divided MPs they face a double dissolution election, but angry Liberal MPs say they are shocked by admissions by chief climate change negotiator Ian Macfarlane.
MPs have demanded Mr Turnbull explain the rush if no deal is expected at the climate change talks early next month.
And divided MPs say leadership talk could still erupt as the party canvasses talk of a secret ballot.
MPs will not make a decision on the government's offer before question time and will resume talks at 4.30pm.
And now Parliament the government are BS about how Copenhagen will get a deal whilst they earlier told the opposition that there will be no deal in Copenhagen.

MALCOLM Turnbull is fighting to secure the support of his partyroom for Labor's emissions trading scheme deal after Liberal frontbencher Andrew Robb urged a no vote until after Copenhagen.
The party's climate change spokesman, who has been on leave due to depression, sparked applause in the partyroom when he declared his hand.
He joins Senate leader Nick Minchin and frontbencher Tony Abbott in abandoning the leader's push for a deal, leaving him isolated from his own frontbench.
Mr Robb's dramatic intervention today came amid anger in today's meeting over chief negotiator Ian Macfarlane's revelations that Labor predicated talks on the expectation of no deal at Copenhagen.
And rebel MPs predict leadership talk could also erupt as MPs consider the question of a secret ballot.
A grim-faced Mr Turnbull arrived at question time today to grill the Prime Minister on immigration policy, ahead of further talks with his divided MPs on the government's offer at 4.30pm.
So, not unexpectedly, turnbull has managed to obtain agreement from his party which is supposedly opposed to the "other" party.
