The Government has already invested heavily in the ETS. Budget documents show the Department of Climate Change, with a staff of 494, will have chewed through $215 million by July this year.

That includes $37 million to design and implement the ETS and $81 million for a special Climate Change Regulatory Authority to put the scheme in place.
