The Howard/Costello govt enjoyed a once in a lifetime boom in government revenue due to the industrialisation of China and India but instead of prudently saving the unprecedented windfall they spent or gave away every dollar that was above the budget surplus target of 1%.

What about the Future Fund that was saved and invested

Money given back to taxpayers was good for capital formation and consumer expenditure which allowed new businesses to start and jobs and additional income tax was the flow on from that
