Well there is absolutely no chance that we'll ever see the American military arraigned there. The US is not a signatory to the International Court of Justice. Why might that be? They're the good guys are they not?

In the same way they are not signatories to the Law of the Sea which they purport to defend by patrolling the South China Sea.

Of course it's straight out of Putin’s playbook of unilaterally attacking neighboring countries and bombing their civilian populations for expanding Russia’s power over its neighbors and intimidating the rest of the world.

Recent examples include:

Russian troops were stalled on the outskirts of Grozny by Chechen fighters during the Second Chechen War in 1999. Putin responded by authorizing a missile attack using cluster bombs and thermobaric warheads, which landed in the bazaar district. Hundreds of civilians were killed. The end of the siege in Grozny resulted in up to 8,000 deaths. UN report from 2003 called it earth's "most destroyed" city.


During the 2008 Russo-Georgian War, Putin employed a similar tactic that in many ways mirrored the Ukraine conflict now. In Georgia, a pro-Western government had previously been elected. Several regions of the country, like Donetsk and Luhansk in Ukraine, had many residents of Russian descent, such as South Ossetia and Abkhazia. There was a pretext for the war: the "protection" of these Russians and the independence of those districts from Georgia. In the war that followed, the Georgian capital of Tbilisi was bombarded by Russian planes and shelled by Russian artillery. The government had to evacuate its offices during the air attack. As a result of this terror from the air, Georgia mostly capitulated to Russian demands.


The most recent chapter in Putin's history of attacking civilians to settle a conflict was his bombing of Syrians in support of the Assad regime in 2015. The Russian Air Force destroyed entire cities throughout that nation. Nearly all of Aleppo, the country's largest city, was left in ruins.
