But then the ruling states its a matter of opinion. So NC is contradicting herself. One part she says make a ruling as per the rules, yet doesnt like it when the rule book states that its up the refs opinion.

Just to clarify, I wasn't actually thinking about the penalty try when I made the comment about indivual opinon overriding the rule book. I was more thinking about the circumstances similar to Chechin last weekend when he decided to let the game continue after the dispute over the ball. The rules would have had the player having to play the ball, but that didn't happen because Checchin put more of an onus on his own interpretation rather than the rule book.

And the refs nowdays are doing that more and more often, and I suspect Hollywood is encouraging it, not that he will ever publicly admit it.

FWIW The rules say a ref:

"may award a penalty try if, in his opinion, a try would have been scored but for the unfair play of the defending team."

From this I take it:
a) Female refs can't award penalty tries.
b) There's no rule and it's 100% based on what the ref reckons, so there is no right or wrong. The word "certain" does not appear anywhere (it keeps coming up.)

The rules need updating!!!
