The Josh Reynolds shoulder charge last night against Parramatta made definite contact with the head. The Parramatta player bounced straight back to his feet. My question is, "Will Reynolds have a case to answer because of the contact, or is it because the player did not get hurt make it legal?

Of course it wont. As you said, they have been doing that for years. They are also the inventors of most of the dirty tackles that have surfaced over the past decade.
