In 5 years if we are still here and can determine if anything has changed dramatically the loser buys the winner the drink of their choice.

I do agree the determining of what constitutes a shoulder charge is interesting and what they will actually penalize next season will be even more interesting.
I really expect it's just more a legal fallback, the new rule, than anything. There will be the odd head clash from such a tackle, as there is still the odd accidental spear tackle, but at least now the game as a whole will not be able to be sued if someone gets badly injured.
Remember Crackers suing Kearney for a spear tackle??? Had the rule banning such a tackle not been made he could've sued the game as a whole, duty of care sorta shit.
It's the world we live in, we have to accept it and move with the times IMO.
