Ricky Stuart has tried to turn him into a tackler, a bit like his 2006 with us.

That is the key point. The guy is amazing off the bench but nothing special when having lots of game time.

I reckon Toups would go awesome at the Titans behind the many tackling machines in that team. He could let others tackle and then do what he does best.
