Initially, they would be safe to appoint people that haven't held a formal position with a club but do have some connection with the game. As long as the appointments are people with the right credentials and eliminate the croneyism and conflicted interests of the past.

Quayle's role in that dark period of the game's history, even though he was only defending against the News Ltd attack, will count against him. I agree with you though, Quayle's credibility and integrity are not in doubt.

Big fan of Bernie Gurr for a spot on the Commission.
Tries Off Kicks says: "it would be best to have people who've never seen a game, and preferably never heard of the sport."
Unfortunately this is not realistic. People on the commission DO have to be independent to the game at the moment, but the commission needs at least a few "football minds," people who know the game of League from the juniors to the Senior level and can make the most advantageous decisions based of this knowledge.
Should former officials be allowed on the commission? Yes, but there needs to be a clause that says: "he/she selected for commission has not been officially affiliated with a League team for X years and will not be for X years in the future."
