See now I thought players (esp the elite ones) were given a notional value so as to stop players receiving a 'less than market value' under the cap and being topped up outside of the cap.
Surely Inglis being a current origin and test player would command at least $350k minimum and so anything substantially less than that under the salary cap would not be ticked off by Schuey & Co..

Wasn't this reiterated by Gallop at the height of the Storm cap scandal when the talk of a 'fire sale' of the players and the other clubs were trying to get the Melb players at well below market cost.
