I suspect, that they (i.e. NRL) will be even more blind over the next 12 - 18 months. They can't afford another Storm / Dogs / Warriors situation whilst they make the transition and if, as expected, the cap will be doubled to $8.5 - $9 million in the near future. Just a feeling, no facts to back it up just a suspicion there will be an unofficial amnesty.

Yeh Gallop has made it quite clear that he wants the grant (which is currently 3.3 million) to exceed the salary cap so clubs can start breaking even or turning over a profit. I personally don't see the cap getting doubled for quite some time.
