Looking for help with a Quiz Question

Hey guys,
Was hoping you Roosters fan could help a guy out. Have this quiz competition going on, and I'm stuck on a Roosters related question. Since it was just before my time, I was hoping someone on here could assist.

The question is;

"Why did ARL chief executive John Quayle consider transferring the Canberra Raiders- Sydney Roosters match from Canberra Stadium in 1996?"

It had nothing to do with Superleague, but something the Raiders apparently decided to do. Does anyone have an idea??

JUNE 25 1996: The Daily Telegraph reports that ACT bookmaker Colin Tidy will create a first by fielding bets on-site at Bruce Stadium when Canberra play Sydney City on June 29.

Perhaps the ARL were filthy about this????
