No Luai is a lower tier performer in an elite team.
He ranks below Cody Walker, Dylan Brown, Matt Moylan, Luke Keary, Ezra Mam, Matt Burton, Cameron Munster, Kodi Nikorima, Kieran Foran, Jack Wighton, Josh Schuster, Tom Dearden, Tyson Gamble, Brandon Wakeham for average try involvements this season. Which is concerning given his only role in the Penrith system is to create points.
In fact the only 5/8’s he ranks above this year are Joseph Manu, Jayden Sullivan & Karl Oloapu
A lot of red flags with Luai, talk of a big contract for him is concerning. I would be steering clear.

Top tier (in no order)
Cam Munster
Cody Walker
Luke Keary
Dylan Brown
2nd tier (in no order)
Matt Burton
Ezra Mam
Jack Wighton
3rd tier (in no order)
Tom Dearden
Jerome Luai
Josh Schuster
Kieran Foran
Bottom tier (in no order)
Matt Moylan
Tyson Gamble
Brandon Wakeham
Talatau Amone
Haven't ranked Dolphins and Warriors as not really clear who their first choice 5/8's are.
I also think players like Ben Hunt, Nicho Hynes, Shaun Johnson and Sam Walker are all more naturally gifted 5/8's than Luai.
Given he has the privilege of playing outside the best organising halfback in the comp and in the best side in the comp for the last 3 and a half years he really shouldn't be getting out performed by players like Kodi Nikorima, Tyson Gamble and Brandon Wakeham who are all squad rotational players for clubs with much bigger issues.

he is also pretty solid defensively , which is a bonus .

I thought he was decent in game 1 also but has been underwhelming in origin outside of that.
Wighton for me is limited but he understands his limitations and plays to that. Keary is a far superior player, if you put him in that Panthers side he double’s all of Laui’s creative numbers. I also think Burton is a victim of playing in a Bulldogs outfit that’s been very poor for a long time, again I think you put him in that Panthers side and he’s outperforming Luai instantly.
Mam is debatable though, I still don’t have a firm opinion on him as he’s a sub 30game half.

Munster - Freakish ability to turn a game on it's head.
Walker - Best playmaker in the competition.
Keary - Love him
Burton - Still performs in a team full of rookies. Big boot.
Brown - awesome when he's on however struggles with consistency
Laui - Plays well in big games. Was comfortably NSW best in game 1.
Wighton - Powerful ballrunaer
Mam - Will be the games best one day. Potentially another Thurston
Dearden - Works hard. His game is improving.
Then the rest of the crew you've listed including Nikorima.

Luai dragged that Samoa team into the world cup final without a decent half-back, I can understand that he isn't the most likeable player in the comp but he plays tough for his size and makes his tackles and is very good at chasing from marker and going low early in sets to help pin opposition deep on their line. He has a clever short kicking game and a wicked left foot step.
I think his abilities are getting a bit underrated but i cant see him leaving the panthers and to be fair i hope he doesnt, i like seeing players who grew up together stay together.
