You want to create a seamless pathway from Junior Reps to NRL and NRLW that will attract the best junior talent who can be developed and provided with the opportunity to play at the highest level.
There is no reason why the Roosters cannot match the Panthers in Junior player development especially with their Academies ( Sydney Roosters . Central Coast Roosters and Roosters NZ Academies ) and partnerships with the Central Coast , Ipswich and Silktails.
Young Hugo looks the goods.

He is a talent but seems too injury prone
We already have Billy Smith and his injury woes, don’t need another one in the backs!

Munster, Cleary, Walsh are about the only players that could make a drastic difference to our club - and Walsh makes things awkward for Teddy, who I don’t see as being a 5/8.
Otherwise, I think it’ll be creative signings from UK, union, and youngsters from other clubs that’ll be targets. Along with Sandon and a few others getting upgrades and tested for 1-2 seasons before anyone of note is available.
I truly don’t think we expected to lose Manu, who in my view is the biggest loss on talent and succession planning. The one that got away, but hopefully comes back

Broncos just announced the re-signing of Billy Walters yesterday, there’s a young kid called Blake Mozer there who may be a little unsettled.
Very good young dummy half, had 3 try assists, 1 linebreak assist, 1 linebreak and 1 try on the weekend in QCup.
Last year he had 8 try assists, 7 tries in 18 games as a dummy half in QCup as an 18 year old.
This is the type of talent I would hope we are interested in.
