Arthars fell to the ground and Mam eventually made the tackle on Young, but it's clear to me he led with point of the shoulder and first made contact with his head. The collision was sufficient enough to dislodge Young's contact lens.

Did Klein or the bunker need any more evidence that it was a dangerous tackle or was the thinking that Arthars was already in injury trouble so why rub salt into their wound?

I didn't see anything wrong with the Arthur's tackle, I thought Mam actually got Young high which is what dislodged his contact but they didn't show enough angles of it for me to say conclusively.
