It might mean that Luai and Burton will be the halves and Koroisau at dummy half; although Burton and Koroisai are not playing for Penrith nowadays, they would still have a good understanding of how each other plays from their Penrith days. Yeo at Lock.

The problem with form is it's not always permanent. I can remember a while back people were calling for Blake Austin to be the NSW 5/8th because he was the 'form 6' in the NRL. The successful teams in Origin don't pick players based on 'flavour of the month', they pick players who have shown they can get the job done over a long period of time. Maguire looks like he's picked a team based around NRL Supercoach stats and I really can't see this team beating Queensland unless its a wet night and it just becomes a slog through the middle

Dylan Edwards has been top shelf for 4+ years now, so it's not like someone has been picked out of the blue or from the NSW Cup to replace James Tedesco at fullback.
A case of it not now, then when do you play him.
It sounds like Connor Watson was a cert until sustaining an injury. Connor is back in round 15 in time to be considered for selection for SOO Game 2. It will depend on how NSW goes in Game 1 if any changes are made.
We will never know what the make-up of the NSW side would have been if say Turbo was available (fullback or centre option) and Bradman Best. Katoni Staggs and Campbell Graham (centre options) were available; all three were out with injuries, and Latrell Mitchell had games under his belt, although he did say he didn't want to play.
