From what I can understand the NRL will refuse to register his deal whilst he has a current yawnion deal, no matter who with. They don't allow any NRL player to have more than one contract in place at one time.
Remember when Marshall wanted to play yawnion in the offseason a few years ago - the NRL wouldn't allow it. He would have had to tear up his current NRL contract, sign the yawnion one and then sign another NRL one when he returned. Not surprisingly, the Tigers weren't happy with that.
So any contract cannot be finalised until after Scummy Bill has completed his yawnion escapade.
I suspect that's why he has only signed for a year, so he can play out the NRL contract, sign another short term Japan rugby contract and then return to the NRL when that's finished if he so wishes.
No point in announcing it until the deal is done, dusted and registered. Two much time and too much can happen before early next year.
