According to the Newtown Twitter feed Ben Jones has returned from the Cowboys. Could be a useful backup if we get a few injuries or SOS time.

They have also apparently signed Ivan Penehe (a winger from the Warriors) and Matt Mundine (ex Souths & Penrith)

They can. The salary cap has another tier that you can use if needed. As only the top 25 are contracted, if you need to you can use the second tier of the cap. It is not a big amount, I think it's enough for some incentive based contracts if needed.

Spot on, the second tier cap covers match payments for players who don't have a contract in the top 25. When you see clubs getting salary cap fines it's usually because they breach this cap...
