                  I thought that its up to the players. They have the new CBA to sign off on (which was agreed by the group of players negotiating) and have yet to do so

                    I'm pretty sure clubs are already allowed to work with the 5.8m cap.

                    The Players Association still want more, that's the only thing holding up the release of the FINAL 2013 salary cap.
