For once I agree with teabags.
While we might all say, "of course they knew" and they probably did, unless you can prove it, supposition is just not enough to convict or punish.
We can all see how that disgraceful excuse for an Australian captian, Smith, is protected on the field and can do what he wishes, so he is probably going to be protected off the field as well. But until you get cut and dried proof then its all mute.

And for godsake some of you need to open your eyes a little. POS was up to his eyeballs in it. Infact up to his eyeballs in many things. Just don't want his indisgressions to impact the Roosters.

Dugan is a perfect example of there is more that journalists don't report than they do. They are selective and have motives

They key points are:

The report alleges O'Sullivan was involved in the cap rorting.
O'Sullivan denies it.
The report states that they did not interview O'Sullivan in the course of the investigation.
No charges were ever laid... nor sanctions made against him.
The rorts expanded after O'Suliivan left the club.
