I vividly remember the segment and yes you're partly right. Vossy pushed Noyce into a Yes/No answer which wasn't forthcoming in a hurry because Noyce was thinking about it.
Vossy then put him on the spot and said "so based on what you've said, the next Roosters player that misbehaves will be sacked" and the reply was Yes, with a nod of the head.

I think there were crossed wires between Voss and Noyce and it came across as Noyce saying the next player to screw up is definitely sacked, when that wasn't what he intended. But I guess that's down to an individuals interpretation.
