            Tony Crawford, the NRL powerbroker hired to stop clubs from going broke, has visited Sydney-based NRL clubs South Sydney, Sydney Roosters, Penrith, Cronulla and St George Illawarra in the past fortnight to outline the proposal. The NRL has recommended clubs begin phasing in the changes over the next few seasons but will refrain from making it a “mandate” to get approval for an NRL club *licence.
