Mini runs through clear of the defender's outside shoulder. SKD still 2-3 metres away. It is the defender who makes the mistake and dives in an attempt to tackle Mini without the ball.

If that's the case, then any team that plays the dogs should get a penalty. I believe that mini went through the line by the time skd crossed behind him.
I am still waiting on the experts who are 100% certain it should have been a penalty to explain the rule. How far through the defensive line does Mini have to be before SKD can run behind him? 1m? 2m? 20m?

Past it I would imagine. It looks worse cause the defender mistakenly commits to mini. Skd is nowhere near the line of defence who are all hanging back anyway.
Just had a look through the Nrl rule book (google is wonderful) and the old Shepard rule doesn't exist. A penalty is only give if a player was prevented from making a tackle by the decoy. Simply because you ran behind your own player doesn't make it an obstruction anymore. You see similar every week
