RTS still being played on the wing?

Was it only me or did I see rts start at fullback, then get moved to the centre/wing position? he scored a good try close to the line with some nice skill but I didn't really see him in too much space.

they dont play a fullback in the 9s. everyone defends up in the line at all times.
