Is he allowed to given that it is now the finals series and he has not played for the Wyong team all season or has that rule changed?

The rule is that if your main side is still iplaying finals then it's no problem. This is the first year that their finals aren't on the same time as ours and there is no rule around that so it's a total shambles.
