The rumours were abound Dugan was leaving the Raiders last year. We'll keep chasing him because he's a class player in a key position. And Dugan's manager will continue to make it well known in all circles possible that is the case. Is he really WANTING to leave? Or is this going to fizz out to be another "Gasnier" announcement? The rumours to Dugan having issues with Raiders management are as much an insight into the player himself. For a young, backline player his injury record would have to be of concern. Sammy P is a ready made number 1.

We do not want Sammy P as our fullback. Have a look at what the current fullbacks are doing in the game today. They almost control the game the same as the 6 and 9. Sammy P cannot do that. yes he is honest. Yes he is great from dummy half. He does not have the skills of the current fullback (5/8). We need someone of Dugans class.Embrace the Hate! JC

The current ‘anti-tampering’ guidelines state that the NRL will not register a player’s contract with a new club until after Round Thirteen in the final year of that player’s existing contract with his current club. The only exception to this is where the existing club agrees that the new contract should be registered.
There is no rule to prevent clubs talking to players at any time. There is an acceptance that nobody likes to see players negotiating with a new team but there is also the reality that players in the game do change clubs and that those discussions can take place over an extended period.
Rather than introduce ‘discussion deadlines’ that have in the past been shown to be ineffective, the NRL reserves the right not to register the contract and that ensures that the player’s existing club has a fair chance of retaining its player if it wants to.

A club could in fact agree to sign a player years out from the actual start of the contract. The NRL obviously wouldn't register the conract until after Round 13 in the final year of the players contract with their current club.
