The last such penalty I can remember was the famous Andrew "Tappy" Gee stuff up for Brisbane at the SFS. The ref was obliged to give the penalty in that case (failure to tap the ball properly at a 20m re-start), but the NRL was so horrified at having to give us a match-winning penalty that they changed the rule the next year.Born and bred in the eastern suburbs.
