Manly has been slapped with a $750,000 fine and club legend Bob Fulton faces a ban from the game after the NRL handed down its salary cap punishment on Monday.
NRL chief executive Todd Greenberg informed the Sea Eagles on Monday morning of the heavy sanctions after a nine-month investigation into alleged third-party rorts.
The Sea Eagles won't lose any competition points.
Former Manly boss Joe Kelly, who is now chief executive at the Roosters, faces 12 months out of the game over his involvement in third-party breaches, while the club's then chief operating officer, Neil Bare, also won't be able to return to the game until January 1 next year.
Both will need to undergo appropriate governance training
