The NRL have a no shoulder charge rule but the 3 blokes who sit on the judiciary are ex players who see things differently.

The rule referring to the use of arm or hand refers to the arm connected to the shoulder in question not the other arm as far as I understand.
Guilty as charged....
With trial by media, obviously the popular decision will be not-guilty which will show what a farce the Greenburg era has been.

What I don't understand is how Billy wasn't given 10 in the bin. Clear cut penalty in a try scoring situation. I think the game was still competitive at that stage? Might have gone differently if the Storm had been playing with 12 men for a while.
