As of today the Australian says Flanagan not joining this year and we have a slot on the roster. I am unsure whether that is two with Curran leaving. On Curran hard to gauge what he will do in he future. He looked good for the Bears and sound in his one NRL appearance. Hopefully clearing a bit of space for retentions. Maybe Lam’s returns means the club dropped off Flanagan.

The club would have been aware of Lams return. It's possible Curran's departure was part of the get Flanagan in 2019 plan. So we still have a spare spot. But the Sharks would be crazy to let him go, considering the roster they have and the steadiness he offers if needed. Remember he's been Shark since day one.
If Cronk gives him the thumbs up, then it wouldn't only be on ability. It would also rest on attitude. He's been touted as a future star last year. I wasn't overly impressed with his Newtown form. But he did the job in first grade. Up to Lachlan now and he's a skillful player too.

Best I can find is on wiki, they had a current squad update yesterday it has both now listed as squad players. (Currently 29 squad players with 1 position left to fill)
We also now have 4 develpoment players in Fletcher Baker, Setefano Hala, Billy Smith and Christian Tuipulotu as well.

Flanagan is still in his old contract but has a new one that starts next year which has a “get out clause” if Shane isn’t the coach, which he isn’t. All of this was done prior to the Sharks cap breaches and Shane getting banned.
Being stuck behind Moylan and Johnson and the upcoming cap reduction leads him to leaving to ease the strain and potentially get a pay rise at the same time.
This also highlights what happens when you sign an established player in the same position as a boom youngster. Something has to give..it’ll be interesting to see

Including them two the Roosters have 29 players, there is still a spot to be filled by Sunday.
Note after June 30th 2019 the dispensation requirement will no longer apply to development players they can play regardless.

This from Brad Walter NRL.com
The introduction of the top 30 rostering system last year encouraged clubs to consider pre-season and mid-season forays into the transfer market as they only have to register 24 players by November 1 and 29 by March 1.
As a result, most clubs leave the 30th spot in their squad open to either promote an upcoming rookie or sign a player from elsewhere in a position they may be lacking.
As the NRL continues to debate the merits of a transfer window system, clubs and players appear to have already begun operating in two distinctive trade periods - pre-June 30 and post-season...it’ll be interesting to see
