Clubs have been advised so no excuses for not knowing and not adjusting the way individuals and team play rightly or wrongly - so not only binned for basically any high tackle but for repeated infringements and professional fouls..
They were talking about the penalty counts from the 2 completed games being much higher than usual - So the NRL won't like that- mmm a 5 minutes bin or the offending player is off for that set of 6 - something like in Ice Hockey perhaps ?

You want kids playing any sport they want and not be forced to play one only which might turn them off sport if they don't like playing it and parents have pushed them into playing it or mocked for playing other sports.
It's like when I started playing t-ball then baseball - Kids would say oh that's a girls game and why aren't you playing Cricket etc etc - People make comments dishing sports they have never played and don't understand or have have never really watched,
Getting kids away from devices and active again is the focus
