Well between .05 & .07 its termed as a low level drink driving offence. Its an exaggeration to say someone is " drunk" in this range but yes it is illegal as your judgment & response levels are impaired.

As soon as you blow .05 roadside you are considered drunk, a drunk driver.
You get arrested by the cops, and if you look like you might be "trouble", put in handcuffs.
You're not blind drunk, but drunk nonetheless.
"Drink driving is a crime"...that's crime.
