One would have to look at all games to see if the penalties were justified though to be able to ascertain if any bias or perceived bias exists including if it's all Refs , Certain Refs , Certain teams and Certain Grounds etc.
Home Ground Crowds are known to sometimes influence the Ref 's decision making - boos and get em on side ref etc
robbo's just come out and said he didn't have a problem with the binning which is a slight tweaking from sat when he said 'if that's the standard then everybody should be sin binned for it and they're not'.

Latest Robbo presser he has a go at Annesley. Robbo makes it clear that JWH should have been a sin bin, but so should have the later one where panthers gave away two intentional penalties to slow us down, and then laying all over the Teddy. Says Annesley was righteous about JWH but reluctant to talk about that Panthers one.
Just after 8 minute mark:

Penalty counts have been irrelevant to wins and losses and place on the ladder though as apart from 2016 Chook has been top 4 and Minor Premiers on 4 occasions , Premiers 3 times , Eliminated prelim finalists 3 times and Eliminated week 2 of finals once.

You're saying that penalty counts aren't an indicator for success, which isn't the argument anyway. The argument is whether the Roosters have a significant penalty differential disparity over the last decade or so, and what the cause is of that. Our success as a club during that time is irrelevant to the discussion, and is a form of moving the goalposts.
Strange that our best penalty differential was in 2016. I guess that year we just decided not to give away deliberate penalties or something.
Another fact is that this has been basically consistent since 2000 or so. Over two decades of it. It deserves significant thought put into it.
