I've never rated Walters either, but they're certainly playing some good footy.
I think people should understand that not everything is on the coach. You can have a good coach fail with an awful roster or at a terrible club. Some of the clubs in the NRL don't look salvageable in the near future.
I agree with what you're saying in that their is a huge gulf in quality between the good and bad teams in particular in the important spine positions.
What I will say about Barrett is I can't think of any player who improved under his coaching, he had to go.

As for Gus, the Riff got rid of him after he sacked 2 coaches. Could it be that he is actually part of the problem?

The Bulldogs team on paper isn't outrageous, but they recruited well enough this year that I believe a good coach would definitely have them doing better than they are at the moment.
It's also just the manner in which they play, and the way his Manly side played. They look atrocious at basically all stages of the game, week in and week out.

Bit harsh on a couple of those OP:
Walters - after a slow start, is getting there. Brisbane have turned the corner and look contenders. I think he is probably a great coach for culture.
Maguire - has won a comp. The man can certainly coach. The debate is probably around whether he is too intense for the young fellas these days.
O'Brien - jury is out. At times the Knights have looked alright. Will take a bit longer to make an assessment
Arthur - Always has the Eels thereabouts and in the mix. Does seem to lack that little bit extra to get them to the big dance though.
Griffin and Brown are the only two shite coaches out of that lot imo.
Brown especially. His NRL record is atrocious.
I think this is a pretty fair ranking of current/recent NRL coaches...........................
