I just looked at the replay - Cummins stops play at the end of tigers set and puts Victor on report for a third man in tackle that didn't happen even in that set but in the previous set the tigers had the ball 18 tackles prior - so strange

Would have been a bunker review, means if the Tigers player actually was injured from the foul play they would be entitled to a free interchange.
