I think its because of the way we take the ball into the tackle. Most of our forwards don't take the "soft" or "quick play the ball option" and do not try hard enough to get up to play the ball.
The fact we are not wrigglers means we don't get those penatlies

So with all the different coaches and personel the one constant remains that our forwards don't try as hard as the other 15 clubs to play the ball quickly. Interesting theory.
